The Board by electronic vote initiated on December 20, 2002 PASSED the following motion. The matter had been discussed at the Competition Committee meeting on December 14, 2002 at which seven board members were present.

MOTION: A $10 surcharge (payable to PVS) will apply to any applications to be a member of the PVS Eastern Zone SC received after Thursday, February 13, 2003.

Eight affirmative votes and one abstention were cast.

BACKGROUND: This is intended to encourage most prospective team members to apply early (as they have done in the past) but not preclude later applications if a swimmer discovers he swam fast enough to make the team so long as it is done prior to last day of the qualifying period for the relevant age group..

In the past, the entry deadline to apply to be on the team had been earlier than end of the qualifying period. This permitted the prompt processing of times to determine the fastest eligible who had applied to be on the team.

It was proposed that in order to encourage early applications and minimize the amount of information to be processed when the qualificaiton period ended -- that early application be encouraged. Accordingly, the Competition Committee endorsed a proposal at its December 14 meeting to have a $10 surcharge (payable to PVS) apply to any applications received after Thursday, February 13. This will hopefully encourage most prospective team members to apply early (as they have done in the past) but not preclude later applications if a swimmer discovers he swam fast enough to make the team.
