Administrative Vice- Chair Nominations
Voting for 1 Nominee- 2 Year Term

 

 

ADMINISTRATIVE VICE CHAIR DUTIES:

The Administrative Vice Chair shall conduct meetings in the absence of the General Chair and, at the request of the General Chair or in the event of the disability of the General Chair, shall perform all of the duties of the General Chair, and when so acting shall have all of the powers of the General Chair. The Administrative Vice Chair shall chair, and have general charge of the business, affairs and property of the division that administers PVS business and affairs. The Administrative Vice Chair shall aid in the development of policy and the coordination of the activities of the officers and committees within the division internally and with other divisions, and committees and coordinators. The Administrative Division shall be responsible for the creation and maintenance of PVS’ Policies and Procedures Manual. The Administrative Vice Chair shall be custodian of the records of PVS, and attest the execution of all duly authorized instruments. The Administrative Vice Chair shall cause to be kept copies of all minutes, official correspondence, meeting and other notices, and any other records of PVS.

Trish Seubert Buswell

Biography-

I served on the PVS board as the Junior and Senior Coach Representative for three years before being appointed the Admin Vice Chair unanimously by the board last year to fulfill the remaining term. In that time I served on a the Outstanding Swimmer Task Force where we revamped the entire procedure streamlining it for the coaches as well as the LCS.
As part of the personal committee, I have worked closely with the LSC service manager, and the treasurer as needed. Especially this year with personal changes and an ongoing effort to align job reviews closer to the beginning of the fiscal year.
Lastly, this year I am working with various PVS members including board members to update, revamp and change our PVS website over to the team unify one that we purchased.
I have been a coach with NCAP for the past 9 years, the head coach of the Edison High School Swim & Dive Team and Springboard swim team (Northern Virginia Swim League). I have also been a PVS official for over 10 years and am USA Swimming N3 certified official. I regularly volunteer at PVS and other local, regional and national meets. I was a collegiate swimmer at the University of Washington, and a master’s swimmer at the world championship level. I believe the breadth of my swimming experience, both in the pool and on deck, and the relationships I have built as a PVS coach and official make me an excellent candidate to continue as the Admin Vice Chair for another term.

I am Mary Massoumi, and I'm excited to nominate myself for the role of Operations Vice Chair on the Potomac Valley Swimming Board of Directors. With over a decade of experience in digital marketing and operations management, including roles at a leading digital marketing agency, I bring a wealth of expertise in managing complex projects and strategic planning. My background includes extensive work in coordinating teams, managing operational procedures, and overseeing the deployment of technology to enhance engagement and efficiency. A holder of a Master's degree from Georgetown University, I am skilled in implementing effective operational procedures and training programs. My dedication to fostering growth and enhancing capabilities through innovative solutions aligns perfectly with the responsibilities of supporting the competition program through equipment provision, technical training, and operational guidance.

AGE GROUP VICE CHAIR DUTIES:

The Age Group Vice Chair is responsible for developing and conducting the PVS Age Group Program.

 

Kelly Rose McCullough

Biography-

 

Coach Kelly Rose joined the staff of NCAP Tysons in September of 2017 and is beginning her 7th season with the team. She is the lead coach of the Silver 1 and Gold Prep groups, while also assisting with Gold AM.

Kelly Rose graduated from the University of Northern Iowa in 2011 with a degree in Business Administration—Management and a minor in Accounting. While attending UNI, she was named team captain her Senior year and specialized in distance freestyle, butterfly, and backstroke during her 4 years of competition. Upon graduation from college, she went to work for the Snowfox Swim Team in Sioux Falls, South Dakota. During her 4 years with Snowfox, she became the Head Age Group Coach and was the Administrative Assistant to the Board of Directors.

Kelly also served as the Head All-Stars Coach (2013 and 2015) and the Head Zones Coach (2012-2014) for Team South Dakota. Kelly Rose began coaching with The Fish during the summer of 2015. She served as the Head Coach of the Mini Fish, assisted with the other age groups, and performed many of the administrative responsibilities.

Coach Kelly Rose was named as one of the Top 50 Age Group Coaches in the nation for the 2022-2023 season awarded by the American Swimming Coaches Association and Fitter and Faster. During the past several summers, Kelly Rose has enjoyed coaching in the NVSL with Langley, Highlands, and Hunter Mill.

Biography-

This is my 6th year in Potomac Valley and I currently coach for Machine Aquatics at the Audrey Moore site. I am currently the coach for the High Performance Orange and High Performance Silver group as well as an assistant for the National Team group, and will be taking over as the Site Director in the Fall.

I grew up swimming for Dynamo Swim Club and the went on to swim Collegiately for the University at Buffalo where I specialized in sprint freestyle and graduated in 2018 with two degrees, one in Mathematics and one in Computer Science.

I started coaching in the Fall of 2017 as a Volunteer Assistant for the Women’s Varsity team at Buffalo as well as being the Lead Silver Coach and Senior Assistant for Buffalo Area Aquatic Club which is where I found my true passion for coaching.

I really enjoy the true positive impact a great swimming experience can have on a young person’s life, and am now running for PVS Age Group Chair so I can help continue to make swimming a great experience for all swimmers across Potomac Valley.

Christopher Schlegel

Biography-

Coach Christopher Schlegel joined All Star Aquatics in 2007. He is the head age group coach and runs the development and design of All Star Aquatics' 14 and under programs. He is the lead coach of ASA's National Development Group, Age Group 2 and Age Group 1.

Chris has served as a PVS Zone Coach eight times - once as Head Coach and once as Assistant Head Coach. He also was the Head Coach at Walt Whitman High School from 2017 - 2021 winning a state championship and MCPS Coach of the year in 2020. This Summer he is excited to return to where his coaching career began at Potomac in MCSL for his eighteenth season.

Chris believes strongly that PVS has the resources and the right people to re-energize our age group meets and programs (what about PVS AG Camps?!). What can we do to make the meets more exciting? What can we do to be more inclusive - to get the entire LSC involved? Our direction needs to be focused on what's important - THE KIDS!

Safe Sport Chair Nominees

SAFE SPORT CHAIR DUTIES:

The Safe Sport Chair oversee the duties of the committee. The purpose of the PVS Safe Sport Committee is to ensure implementation of the USA Swimming’s Safe Sport policies, guidelines, educational programs, reporting and adjudication procedures which are intended to help provide as safe, healthy and positive environment as possible for all USA Swimming members.

I’m nominating Jim Crampton for Safe Sport Chair. He’s been the Safe Sport rep for DC Wave for 4 years and was instrumental in getting us the Safe Sport Club recognition. He also attended the USA Swimming Safe Sport Conference last April in Denver. He’s currently one of our lead Age Group coaches, works very well with our families, and serves on the PVS governance Committee. Jim has also served as a coach for several short course and long course zone teams during his coaching career.

Governance Committee Nominees

Voting for 4 Members - 2-year term
At least one must be an athlete

 

 

GOVERNANCE COMMITTEE DUTIES:
The Governance Committee shall be elected by the House of Delegates and shall be comprised of at least 5 members and no more than 8 members, with a sufficient number of athletes so as to constitute at least twenty percent (20%) of the voting membership of the Committee. No more than one half of the Committee shall be members of the PVSI Board of Directors. If any member of the Governance Committee resigns or otherwise becomes unable to participate in its affairs, the General Chair, with the advice and consent of the Board of Directors, shall appoint a successor to serve until the next meeting of the House of Delegates. In no case shall the General Chair serve on the Governance Committee. Members shall serve two-year terms, staggered so that approximately one-half of the members are elected each year. After completion of three consecutive terms, members are not eligible to be elected or appointed to the Governance Committee until after a lapse of two years. A portion of any term served to fill a vacancy in the position shall not be considered in the computation of the successive term limitation.

Biography-

I have been a member of USA Swimming/PVS for approximately 20 years and am an active official who is now serving as chair of the PVS Officials Committee and officials’ representative to the PVS Board. I have served on the Governance Committee for the past two years and have helped ensure that we as an organization adhere to the bylaws and policies and procedures of PVS. I would like to continue to serve on the Governance Committee to help ensure that the board remains focused on our strategic plan (which likely needs updating) and to work on board succession planning as well as board development. As our leadership has empowered board members and chairs to become more active participants in our operations, I would like to continue to support that process so that more people are involved in the active decision-making of the board and so that new members with new and diverse ideas are recruited for board and committee work.

Biography-

Dave is currently a member of the Governance Committee. Prior to that, he led the Strategic Planning Committee. He has been actively involved in ensuring we are running the LSC according to it's bylaws and policies and has been active as a member of the Governance Committee. He is an active official both nationally and locally, always trying to expand his skill set, and has been a thoughtful leader and mentor to many. His contributions on the Governance Committee have been thoughtful and he should continue to serve on that committee.

Biography-

I have been coaching in PVS for 47 years . Coached multiple zone teams . Run multiple camps . I have served on the PVS board for over 20 years . In that time I have served as the PVS General Chair, PVS Age Group Chair, PVS Coaches Rep , PVS Strategic Planning Vice Chair, and I am currently the PVS Safe Sport Chair.

 

I have been a member of the governance committee for two years. I currently coach with Machine Aquatics.

I've served PVS in many capacities, including Officials Chair, Operations Vice Chair, Administrative Vice Chair, and General Chair. I was a leader in the most recent updates of the PVS Bylaws and Policies & Procedures Manual.

 

My experience and in-depth knowledge of the workings of Potomac Valley Swimming make me an ideal candidate to help oversee the governance of the LSC.

Angela R. Rodin

Biography-

Angela Rodin is the mother of Siena, a 10 year old swimmer for All Star Aquatics and for Potomac. She is a stroke and turn official for PVS and MCSL, and a B meet rep for Potomac. Angela enjoys volunteering, supporting her team, swimmers and coaches and would like to be considered for the PVS governance committee.

Professionally, Angela is the Deputy Chief Ethics and Compliance Officer for KPMG US, Prior to joining KPMG in April 2017, Angela served a top 10 pharmaceutical company for 17 years in a number of leadership roles including as Compliance Officer for Global Support Functions, Head of Global Investigations and Business Monitoring, and Head of Global Internal Audit. Angela’s expertise lies in risk management, ethics, compliance, and governance. She provides assurance to Boards and Audit Committees on key risks, emerging issues, policy and procedure compliance and internal investigations. Her experience and commitment to ethical practices and governance would be a strong match for the governance committee remit.

Biography-

Hi! I'm a sixteen year old junior in high school, and have been swimming with PVS since 2017, but my swimming career began long before then. At seven years old I started swimming for the Burke Centre Penguins, a team which I am still a part of today as both an athlete and the Assistant Head Coach. This team has fostered my love for swimming, and is reason why I want to become a more active participant in the PVS community. Over the course of my eight years spent with PVS, I've swam for MAKO, NCAP, and now FAA --where I plan to finish out my high school swimming career. I've recently stepped into the role of PVS Athlete Representative for FAA, and am excited to attend my first HOD meeting and engage with the swimming community through this platform. Outside of my life as a swimmer, I am involved in my school's National Honor Society, Key Club (as the founding secretary), Future Business Leaders of America, and more. These organizations have catalyzed my ability to communicate, delegate, take accountability, and have commitment to my community, among many other qualities which I take pride in. I am interested in being an athlete representative on the Governance Committee so that I may put these skills to use towards a sport I am truly passionate about, and learn more from the experienced members of the PVS community.

 

 

 

 

 

 

 

 


Administrative Review Committee Nominees

 

 

ADMINISTRATIVE REVIEW BOARD:

 

.1 The Administrative Review Board shall have the powers and the duty to:

A. administer and conduct the affairs and achieve the purposes of the Administrative Review Board,

B. establish policies, procedures and guidelines,

C. elect the Chair,

D. call regular or special meetings of the Administrative Review Board,

E. retain attorneys, agents and independent contractors and employ those persons which the Administrative Review Board may determine are appropriate, necessary or helpful in the administration and conduct of its affairs, and

F. take such action as may otherwise be appropriate, necessary or helpful in the administration and conduct of its affairs, the achievement of its purposes and the efficient exercise of its duties and powers.

 

.2 Rule Making Powers - The Administrative Review Board shall have the power and the duty to promulgate reasonable rules and procedures consistent with the corporation laws of PVS with respect to any matter within its jurisdiction or appropriate, necessary or helpful in the administration and conduct of its affairs. Such rules and procedures shall have the same force and effect as if they had been adopted as part of these Bylaws.

 

.3 Exercise of Powers and Decisions - Except for authority and power granted to the Chair, the exercise of the authority and powers of the Administrative Review Board and the decision of matters which are the subject of a hearing shall be decided by a majority vote of the Administrative Review Board. The views of any dissenters shall be included in the record of the proceeding if requested by the dissenters. The exercise of the Administrative Review Board’s authority and power shall be solely in its discretion and the interests of justice and the sport of swimming.

 

.4 Timeliness of Petition - The Administrative Review Board need not exercise its jurisdiction with respect to a complaint the subject matter of which occurred, or concerns or is founded on events which occurred, more than ninety (90) days prior to the date the complaint is received. A determination not to exercise its jurisdiction as a result of the untimeliness of a complaint may be made by the Chair alone and may be the subject of a request for rehearing and, thereafter,

Biography-

I am a 9th grader and I am very interested in getting involved with PVS activities. I started swimming on my summer swim pre-team when I was 4 years old. I fell in love with swimming and began swimming year-round with NCAP at age 7. I switched to Tollefson Swimming this past year and have continued to benefit from the well-run PVS meets. I am active in Community Service and have organized multiple outreach projects including a Sports Equipment Drive for Leveling the Playing Field and Food Drives for Manna Food Center. I’m also involved with the Student Ambassador Leadership Team at my school. I am interested in serving in one of the athlete positions on the Administrative Review Board. I recognize the importance of maintaining fair and equitable policies, procedures and guidelines for all swimmers within PVS and would appreciate the opportunity to serve in this role. I have the time and interest necessary to dedicate to this 2-year position. Thank you for considering my nomination.

I am 15 years old and a freshman in high school. I swim with TOLL and was previously with ASA. I’ve been a PVS swimmer since I was 6 years old. I love to swim and be at meets with my friends. Biography-

I have over 15 years of experience in healthcare regulatory compliance and privacy, and maintain a graduate compliance degree from Stetson University of Law. I have served at a volunteer capacity for the American Occupational Therapy Association’s Roster of Evaluators for over 5 years ensuring university program compliance with established educational standards. Additionally, through my role as an executive compliance leader, I have developed enterprise wide policies and procedures to ensure adherence to federal and state regulations, and mitigate company and patient risks. As a Chief Compliance Officer, I routinely conduct and/or direct internal investigations and work routinely with outside counsel as appropriate. These experiences provide evidence of my ability to fulfill the outlined duties of the Administrative Review Board.

 

 

 

Christiann Whalen-Yant

Biography-

 

Christiann D. Whalen-Yant started my career in 2006 -2012 as a lifeguard, pool operator, water safety instructor, and DC Wave swim coach for District of Columbia Department of Parks and Recreation. More recently started back coaching the Accokeek Stoke and Technique Swim team in September 2023 to March 2024. During a 16-year career in the federal government Christiann is a true Public Servant to the core. When she is not busy with supporting the USCIS mission you can find her spending time with family, (Persell- Husband), (Alanni 5-year-old Daughter), (Gianni 10-year-old daughter), (Tristan 11-year-old Son) or teaching learn to swim lessons to all ages and ethnic backgrounds.

Mrs. Whalen-Yant is a 2005 Alumni of Bowie State University, with a Bachelor of Science in Business Administration. Christiann is currently pursuing her master’s degree from University of Maryland Global Campus in Acquisition and Contractual Management.

I have participated in the sport of swimming most of my life from an athlete in high school and college and as both a YMCA and USA Swimming official.
I was a former Operations vice-chair of the PVS board for 4 years; former meet director for NCAP for 11 years; currently a registered PVS official certified as a Starter, Admin Official, Stroke and Turn, CTS Operator, Hy-Tek operator, also a Hy-Tek evaluator for PVS. Now that all my swimmers are grown and moved on, I would like to re-engage in helping out with PVS swimming. Thanks.
